 * Hello, is there a plugin that allows the customer to customize data using a form
   and then buy the complete document? Thanks.

   I am aware of is a premium plugin (not an official WordPress offering) called
   GravityPDF, which is focused on turning forms into documents:

 * You would still have to do some custom work to integrate a plugin like this with
   some ecommerce functionality, using a plugin like [WooCommerce](https://woocommerce.com/)
