 * Is there a reason that the js and css calls are being added to the live site 
   when the plugin settings are set to not enable viperbar?

 * You mean that after activation and deactivation of the plugin, it leaves traces
   behind??

 * Sorry, no. After installing and activating the plugin itself, you have to go 
   and configure settings and then there’s a check box to “enable” the plugin to
   actually start serving the viperbar. If you have not “enabled it”, it still adds
   the css and js to the head of every live page, whether the viperbar is “enabled
   or not”. So, you have to deactivate the plugin. On our site, which gets a lot
   of traffic, I cant afford to have extra css and js added to our live site on 
   every page when I haven’t even configured or enabled the plugin. I hope that 
   makes sense. Beyond that, it is a very cool plugin in terms of functionality.
   I’ve since deactivated and removed for other reasons but it did not leave and
   traces behind other than the typical wp-options configuration entries in the 
   db…
