[Plugin: W3 Total Cache] non-cached page load time

I have a membership program that requires that when members are logged in, they are served non-cached pages. This is done by rejecting certain cookies. Currently the non-cached pages are loading in approx 7-8 seconds. I was told by the plugin company that “It should never take 7-8 seconds for a page to load without caching. If it does, then that means you have a bigger problem with the hosting package you are using.”
I currently have ~2 second load times for non-logged in visitors.
I am currently on a VPS with the following.
-APC/3.1.9
-PHP/5.3.14
-Apache/2.2.22
-Cloudflare with minify options enabled and rocketflare disabled.
-W3 Total Cache/0.9.2.5b with Page, browser, CDN, Cloudflare enabledI have the following questions…
1) Is 7-8 second load time that outrageous?
2) Regardless the answer to #1, what can I do to speed up the page load time without utilizing page cache.Thanks in advance for any help that can be offered. Scott
