 * I activated the plugin and I can see the call to the new css file in the html
   but the styles are not applied and if I try and directly hit the css file I get
   a 404.
 * Any ideas how I could debug this?

 * BTW the admin says “No CSS files are cached.”
 * that pretty much covers everything I can tell you about.
