popup doesn’t work, permalink is 404

using a variety of trigger methods, my popups aren’t working on my dev site. clicking the link trigger does nothing. previewing the permalink for the popup returns a 404 error.

trigger is “Click Open” and conditions are “All Pages” OR “All Posts”. i’m using an href trigger.
