Sorry I missed this — it’s actually related to the theme. You’re certainly allowed to remove it. 👍
If you need help, add this gist of CSS to the Customizer > Additional CSS panel, or child theme’s style.css stylesheet, and the notice will be moved. You can also do it within the code, if you copy the footer.php file into a child theme and remove it from the file itself.
