Prevent repeat – Again

I see a ticket that was never answered from two months ago:

“What can I do to prevent the popup from repeating itself every time a user clicks on another menu link? In effect, I want it to appear once only for any new access to the domain.”

Does this popup really not have any controls as to the frequency of its appearance? If not, that should be featured in the description because that’s the feature needed for all popups.
