 * Hello, for some reason, when the plugin is activated, I can install new plugins
   but I cannot deactivate any.

 * I have tested with WordPress 6.8.3 and have no issue after to install any wordpress
   plugin. Can you disable all plugins and leave only [Restrict Admin Login by Country – GRC](https://wordpress.org/plugins/restrict-admin-login-by-country-grc/)
   active and tell me if you still have the problem, because it looks like a plugin
   conflict.

 * I made the test and it works. I will try to find the culprit and report here.
