In the browser’s print dialogue box that pops up when you are saving the PDF, there is a ‘more options’ menu that allows you to print background images. This needs to be checked if you want the pdf to display background images.

If you are asking if a plugin can control the user-settings on their browser, the answer is no.

IF a user has “Print Background colours and images” turned off in their print settings, no CSS will override that, so always account for that. This is a default setting.

However, if you want to dig deep in the CSS of different browsers, and see if you can ‘trick’ the browser… here is a stackoverflow thread you can read:
