 * Is there a plug-in out that allows a person to publish their comments so that
   only admin’s, level 10, site owners, etc. can see them?

   choose whether they want their comment public or private.

 * If people on your site wanted to post private comments, they could just as easily
   use “contact me” form or something.
 * Usually comments allow for public discussion on a topic, so private comments 
   are a little counter-intuitive to that model.
 * As far as it being done, it can surely be done. But I haven’t seen a plugin that
   already does this.
