From your screenshot seems the TAX configuration is to set the price without tax but then show the price with tax in cart, checkout and product page.
I reproduced the same configuration on my local installation and I created an addons and set a price of 10$ without VAT.
When I can see it on frontend, I can see the price is with VAT included like I set in the configuration.

Seems it’s working fine.
Please, try it and let me know.
The version I used is the 4.7.0 version.

Indeed, in the case of a fixed amount, it should work.
But in my case, it’s a percentage.
Can you test in the case of a percentage?
As you can see, 35% of €6880.80 = €2408.28, not €2889.94…
It’s with 4.7.0 version.
