invece con Via Sottocampo, 2, 04027 Ponza LT
viene inserito

Le tue impostazioni di spedizione non sembrano essere corrette. Dovresti rimuovere Latina e i due codici postali (04027 – 04031) e creare una nuova zona di spedizione specifica per la città di Latina inserendo questi codici. A quel punto dovrebbe funzionare tutto correttamente.

il problema di latina è solo un esempio in quanto la gestione dei cap mostrata per latina è solo una di prova in quanto regioni con necessita dei cap sono numerosi

If I understand correctly, you want to define specific regions and also limit those regions to specific postcodes, right?
I’ve tried to create a similar setup to see if I can reproduce the problem.
My shipping zones:

My shipping method for specific regions and postcode:

My checkout shows the correct rate when I use one of the specific postcode:

Checkout shows the correct rate when I use a different zip code and it matches only the “Italy” zone:
see https://d.pr/i/9aNu2d

To match a zone the region and the postcode both should match. Since, I only added one postcode from the region it didn’t match the first one and matched the next one which covers whole Italy.
I’ll recommend creating a staging site and trying to add the shipping zone while having only WooCommerce as the active plugin. This will allow you to test the combination that works best for your shipping configuration.
Make sure to check the shipping zone setting documentation while configuring the zones.

il problema è che dopo aver inserito il cap le altre regioni inserite in elenco come agrigento e ancona non vengono più gestite dalla configurazione creata e tornano a utilizzare solo la spedizione italia invece il cap funziona correttamente

This would be correct behaviour. What you need here is
- A zone for specific caps
- A zone for regions
- A zone for Italy
They would look like this

The most specific must be at the top of the list, with the least specific (rest of Italy) at the bottom.
