I had another problem too. Ich I had passwords in a record and overwrite this with very simple passwords, it it not possible.
It seems, that simple passwords are not able to overwrite existing passwords.

It should work, I use this function and by default it allows any kind of password: https://codex.ww.wp.xz.cn/Function_Reference/wp_set_password

I think, if it is a new account, the system write also a weak password.
But if I overwrite a record with a weak password, it is not possible.
