But doesn’t editing it in the control panel avoid the step of having to republish the stylesheet . . . . oh but hang on, I guess doing it your way means you have a local backup!

Yes exactly, I always make the changes locally, and then upload them to my web server, so that I have a backup on my PC.
There are some popular editors, like Coda, that can edit the files live on the sever, just like the WordPress editor. But I wouldn’t recommend doing this unless you have a reliable system in place to make daily backups of your web server.
I use Notepad++ or Bluefish for text editing, which I think have some handy features to help you write code versus just using Notepad or WordPress; own editor.
