I reviewed your log file and it seems there is an error with a postal code:

In what country this order should be sent? Please enter an address what is real because PayPal will try to verify it. Also, the address must be in Germany to be able to use PayPal Plus. PayPal Plus has been made for Germany only. It doesn’t work when your client comes from another country.
