Relative path to scripts

You need to using relative path to plugin scripts to work in developers servers (localhost) too.
Some error, for example:

GET http://dev.dev/wp-content/plugins/better-wp-security/D:/files/Wordpress/localserver/dev.dev/wp-content/plugins/better-wp-security/core/modules/strong-passwords/js/script.js?ver=4041 403 (Forbidden)
