AWPCP requires that one category is always present–we enforce that with the General category. You can’t remove that category, but it can easily be renamed to something you do want under Classifieds->Categories.
Try that and let me know if you run into more issues.
how to remove first step (from user view) ? I mean, everything goes to general category without any choosing

Right now, AWPCP requires that you select a category for the first step. We don’t have a way to skip that. You could hack the plugin to avoid that in your (special) case, but the plugin doesn’t have a setting for it today.
