Required Field being overridden

Good day,
I checked and did not see this topic by going a few pages into the Support Forum.

We are using VFB. I have an option in our online application to upload a file (doc, docx, pdf) as an example of a first article/ story which may be published if the person is hired.

I saw in the entry, an applicant overrode this. I checked the form and it is asterisked * as a required item.

No one should be able to override a required field. Right?
