Considering that I have no idea what this “Accessibility Mode” you speak of actually is, then I would have to say no, it is not a requirement.

Accessibility Mode is enabled or disabled from the WP pull down Screen Options menu at the top of the Admin Page when using Appearance > Widgets.

The plugin does not seem to work unless Accessibility Mode is turned on for Widgets. When Accessibility Mode is turned off the plugin will not change. I’ve tried it on a couple of sites. Same issue.
Using a Genesis Theme with latest WP. This is the only plugin that seems to demand Accessibility Mode. Strange.

Ah. In that case, no, this widget does not require accessibility mode.
It works the same as the Text or HTML widget does, in that it basically is a copy of the original Text widget with only slight modifications.
