 * My bbPress forums take advantage of some responsive css styling, but I noticed
   that any thread that is affected by the GD tools (quote, sig, etc) has its responsive
   elements rendered ineffective.
 * Will these tools become responsive at any point?

 * I am not sure how the plugin can affect responsiveness at all. Plugin is not 
   changing any structure the theme adds for the forums, and also, any element added
   has classes for styling that can be used anywhere so you can change it and adjust
   to your theme.
 * I can’t make styling to fit all themes, so that is up to you to adjust.
