Admin should be able to see everything. Becuase without that he want be able to do check/do certain modifications.
So if such feature is needed, you will have to customize the code and remove the admin checks

I think is not needed for admin to be seeing all the restrictions, supposedly what if admin restrict up to 5 different content in one page for different user role, admin will be seeing all those stuffs piled up on the front end, is not a best practice, the simple solution is for admin not to see them at all by default on frontend, he can do his modification on the backend, secondly if admin really need to see the front end he should be able to add his role in the list of allowed roles that can see content and by so he can see it.
MY suggestion is that making it default for admin to see all without any setting to turn such feature on or off is not best practices, admin can see if he add himself as list of allowed role
