role that can only create users.

    I am trying to create a role that can only create users.
    Without the edit_posts or manage_woocommerce there is no access to menu but then the role has additional access. How can they have the ability only to create users

    Are you referring to creating users via WP Admin > Users? Does this issue occur when the Ultimate Member plugin is deactivated?
