 * Hello. Met trouble with new registred user role.
    Set role in console for new
   user: need-confirm But after new user registred role assign to Author and in 
   setting also change role for new user as Author. And all new users received role
   Author! Make setting back to need-confirm, but after new user register, again
   changed setting for Author. It’s crazzy…
 * Also use time for registration not as in settings – UTC + 3.
    But every user 
   write in DB with time UTC.
 * Appear this two trouble at one time one week ago.
    Don’t install any plugins 
   more that month.

 * How are you assigning the User Role on signup? Are you using a plugin, custom
   signup from, custom hooks? The info provided is insufficient to provide solid
   support. By default users are typically assigned subscriber on signup. Please
   share more info about what you did to change this default so we can provide assistance.

 * Don’t use any plugins for roles.
    Make assigning in console of WordPress. Console-
   > Settings -> common -> role of new user.

 * Okay, are you using a plugin for the signup from? The setting you are referring
   to is sometimes ignored if the signup form is not the default signup form located
   at yoursite.com/wp-login.php?action=register
