 * Maybe my problem has no relation to WordPress. I just want to have a program 
   where I will be able to write news messges in my own way. So, I ask you advise
   me such tool.

 * ok, well, wordpress can do that. you write up a post, hit a publish button, and
   it will be available on an rss feed as well as a web page. I’m not sure what 
   you mean by ‘write news messages in my own way’, but the whole point of wordpress
   is personal publishing, and I would think this is what you want.
