I haven’t seen this before! Are you able to add custom tabs without a problem? Are you sure that your saved tab has content? Are you able to add the same content that’s in your saved tab as a custom tab? Is there anything different about your saved tab (i.e. does it have a ton of content, any weird shortcodes, etc.)?
My guess is that there’s something in the content that is breaking our ability to pull the tab but I am not sure. Any additional information you have would be very helpful.

The issue is definitely that last JavaScript error in your console. It’s hard for me to read in the video but it begins with the wp.editor.initialize is not a function.
Can you please copy and paste that error here?
Is there any reason you haven’t updated to WooCommerce 3.5+? I’m not convinced that updating will fix this issue but the error is related to the editor and the editor has had a lot of changes in recent months. (Please don’t update on your production site as WooCommerce updates aren’t always stable.)
Once you send me the full text of the JS error I will have a better understanding of the problem.
