You can do it with Contact Form 7.
Selectable Recipient with Pipes
You shouldn’t use the “Contact Form 7 for different recipients” in kodomo00’s comment. It’s a bad copy of Contact Form 7. It is confusing, actually I’m not an author of it and not relating it at all. You can’t use it and Contact Form 7 at the same time as it is a copy of Contact Form 7.
