Separator adding margin to next element inside column

When I put a separator inside a column it is adding a margin to the next element, an h2. When I inspect the page I can see that the margin is in fact on the h2 element, not the separator. The separator does not seem to have a margin setting and I do not see why it would apply a margin to a different element. Moving the separator outside the column results in no margin. Moving the separator to the bottom of the column does not add a margin to the next element/block.
This problem occurred when using Stackable v3 blocks.
