I’m not sure what you mean by group filter. Do you mean plugin group or plugin filter?
Do you have any errors in your servers error log?

refresh a separate window that had page editor open

I just tested with my site. I created a plugin group with all 32 of my active plugins in it and then edited a post. I added the group to the disabled standard logged in role and saved the post. The plugins were disabled and I didn’t have any problems. It sounds like your VPS might not have enough memory allocated to PHP.
