Server defined cron and email notifications.

Hi,
I have recently been getting reports from Cloudflare stating that the CPU usage has increased. My hosting checked of me with WP-CLI and they reported that some cron jobs were running amok. They recommended disabling the WordPress default cron and setting up their own hosting specific version:

I see that Woo recommends something similar:

My question is. Can this potentially delay the sending of email notifications when orders are placed.
I read a bit about this from some of the other support posts. There was mention that new versions of Action Scheduler should mitigate against this. Is this true?
