Hi jjferpa,
Default site is site that is used to copy the Roles & Capabilities base. Try to create a new role in your Default Site and after that create a new site. The role that you created should be in that site.

I’ve been testing the latest release and there is no problems with current feature. To make sure that is works for you create a custom role. You can call it Test Role. And make that site as default.
After that create a new site and Test Role should be on the list of Role for that new site.

that’s what I do. The test role is on the list of the new site, when I try to change the user role from editor yo “test role” y get the message: “Access denied”
