 * Hi, we are using the `send_headers` action to set additional headers, most importantly
   an HSTS header. When the cached version is served, WordPress apparently does
   not call this action and therefore our HSTS never makes it through. Is there
   a way to make this work?
 * Thank you.

 * I should also note that because of our server setup (running as cgi process)
   we cannot set the header in .htaccess file as it will be ignored.
