If you don’t want to offer paid listings, the easiest thing to do is just shut off the payments under Directory Admin->Manage Options, Payments tab. Uncheck the box for paid listings at the top and the message will disappear.
When you do want paid listings, just turn it back on. You can then configure the gateway of your choice. Wallet is no longer an option anymore, they discontinued it March 2015. But you can use Authorize.net (included) or PayPal (paid, available here: http://businessdirectoryplugin.com/premium-modules/)

I switched that off but the message keeps appearing.

Can you show me a screenshot of your settings for Payments tab and the error message you see?

I turned it on and then turned it off and it appears to have been resolved
