Dear friend, the most probably there is a JS error that you can’t open the Settings page, please hit to Edit the form, then right-click > inspect element > console and hit on settings button.
Please make a screenshot of what you see in Console tab and send me.
As for removing “Add Forms” and “Add Submissions” buttons from the post/page editing window, then please note that it is not possible because with those buttons you publish forms and form submissions, but those buttons are visible only for Administrator role users.

Please go form maker > options > enable developer mode then check the settings again.
If that again won’t help, then with this mode enabled again send me a console section screenshot, please note after opening the console you need to hit on the settings tab.

Developer mode also was unable to complete “loading” state of “Forms > Edit > Settings”.
Then I opened “Forms > Edit (Opened the Console area) > Clicked Settings > checked console but nothing changed in the console, same amount of error texts because nothing processed after clicking settings but “Loading…” appeared.

We have just released a new version, please install it and check again.
If the issue persists, please try to check the conflict with your other plugins or theme you use.
For not deactivating real working plugins, you can use health checking plugins to troubleshoot the issue. We use this one to find which other tool gives conflict.
