 * Hello. I would like to add comments on every cell, so that when I hover over 
   the cell I get a pop-up comment or other public notice, is it possible?

 * Something like this is possible, but TablePress does not directly have a feature
   for it. You could try achieving this using HTML/CSS, e.g. [https://www.w3schools.com/css/css_tooltip.asp](https://www.w3schools.com/css/css_tooltip.asp)
