Yes i activate the plugin then i have create user registration page.

my Step of using this plugin
1. Install fresh copy of WordPress on my local server(Localhost).
2. download and install plugin
3. activate plugin
4. create registration page
5. call short code in registration page [usersultra_registration]
But its show only administrator on page

Perhaps, there is an issue with your theme.

Go to Setting->General and checked the checkbox membership
