 * As far as I can see, accesing the customize button for shortcodes in WordPressCom(
   wordpress.com that is wordpress.org plugin and themes compatible) is not possible.
 * May be there is a list of shortcodes parameters to be able to add them manually?

 * No, the widget placed as shortcode can only be configured with the customizer.
 * But on which page do you placed the widget with a shortcode and can’t find the
   customizer link?
