Sorry for the late reply here. I think this is a good idea as it’s not currently possible but I do plan on adding in a filter here so a developer can tweak this for their own needs – https://github.com/andrewlimaza/sitewide-notice-wp/blob/master/sitewide-notice-settings.php#L32

For now you can tweak the “manage_options” to a custom capability that you would like.
