Skip Rules – Missing S=2

Hello,

I noticed that in the skip rules portion of the .htaccess file, all of my sites using BPS are missing S=2. Is this normal? Do I need to rename all of the rules so that it goes from S=1 to S=11, instead of S=1, S=3 to S=12?
