There are factors that will take time.
- Loading that page from the server. If PDF is not optimized for web and is big in size, downloading will take time. So make sure it is small.
- Rendering the page will take time. If the page has complex elements than it can take time to render and process that page into a image and then display it.
- Device power and capability. If the device is slow to process the page, it will also take time.

How do I optimize the pdf for web? Do I need to do each jpg page separately? I tried to use online tools but there was no savings. The file is 38.7MB.

Scanned documents are slow to load and render. Best is the Original non scanned PDF document.

I don’t think this is a scanned version.
How can you tell?
Scanned or pages made of images are heavy in size. Each page in your PDF is a image so the effect is same as in scanned document.
It doesn’t have text.
