 * Where the plug in is concerned, didn’t you use to be able to do page heirarchies
   and such organizational things?

 * So you don’t see a metabox like this when you’re creating a new wiki article?

 * Each of those sections on that page are broken up by using the section taxonomy
   in WPWTDS.
 * Arcane Palette does not have any information about this plugin. It’s the Author
   URI, not the Plugin URI.
