As you can see Header unset ETag and Header unset Last-Modified are set for those files.
Can you please check in Last modified and ETag are enabled in Performance>Browser Cache>Media&Other files?
I can see that expires header is set for those files E.G.:

I can see that you are also using Cloudflare and CDN.
There is possibility that Cloudflare routing strips the etag.
Can you please check the Cloudflare settings and the CDN browser settings?
