 * How can I make an element stick to the bottom of the header when the page is 
   scrolled?
 * I want to make the blue banner with “contact, contact…” stay fixed on the bottom
   of the page header.

   Bento! At the moment the theme does not have a mechanism for fixing parts of 
   content, because the Javascript that does the fixing reacts only to the header
   element. You will either need to move the hero content into the `.site-header`
   element (`header.php` theme file) – or rewrite the JS part that deals with the
   fixed header (lines 94-107 of the `/includes/js/theme-scripts.js` file).
