 * Forgive me if the solution here is obvious.
 * We have a subsite editor who’s about to be promoted to a subsite administrator.
   He wants access to the CSS on his site only. Is this possible?

 * Hi,
 * The file editor (css and php) is only accessible by the network admin.
 * Remember: when editing theme css those changes will be applied to all sites using
   that theme.
 * Some themes offer css editing capabilities in the theme customization panel but
   custom themes generally will not.
 * You can use the jetpack plugin to let a user overwrite css rules on individual
   sites. That might be your best option.

 * That’s pretty much the gist I was getting. I found a couple of plugins that could
   help, but I was suspicious.
