Further investigation revealed that my WordPress version was really outdated and the reason I was unaware was because the server was running an outdated version of PHP. Please, try going to Plugins and installing the Classic Editor plugin. Once activated try re-opening the page in the Classic Editor. Please, try extending the test. Temporarily deactivate all plugins except Page Builder and also temporarily switch to a default theme like Twenty Nineteen. Just tried the same actions with Internet explorer.
