I just disabled CleanTalk on 3 websites and no longer have a performance issue.
So CleanTalk is definitely the cause.

As a temporary solution, you can disable the “Use Anti-Spam by CleanTalk JavaScript library” option:
WordPress Admin Page —> Settings —> Anti-Spam by CleanTalk —> Advanced Settings —> disable “Use Anti-Spam by CleanTalk JavaScript library” —> Save Changes.
