to be able to edit users

Hi there, which role is it to be able to edit users?

I made a new role and assigned list_users,promote_users,edit_users,add_users,delete_users,remove_users,create_users

But I cannot edit a user. the user shows black out like I cant click on the users although I can add,delete and change role.

Is there another permission I need to let the role edit the user?
