Tooltip Positioning Error on Chrome

I’m trying to insert a tooltip on a text link, but when I view the page in Chrome (no other browsers), the tooltip seems to load with fixed positioning. Here’s the site. I took a little screencast (here) of it for those of you without Chrome.

Here’s my code:

Anyone know how to fix it?
