You can check why the users failed to import by checking the log file. You can find the logfile from WebToffee Import Export(Basic)>Logs.

From the import log you shared, it seems like there are already existing users on your site with the same ID as in the CSV file due to which they are skipped. This version of the plugin does not support updating existing users. If you are trying to import new users then please delete the ID column and try importing.

I untick or delete the ID & Customer ID in the column during import, however the issue still the same, should I delete the entire ID & Customer ID column?
