We added 2 email addresses just like you demonstrated above, but only one email received the notification. The email addresses are as followed.

Only info@ received the notification.

It should work. It’s possible that there is an email server issue for you. I’d check with your web host and ask them to look into the time and date when an email should have been sent but wasn’t received. They should be able to check their mail logs and see what happened.
